Training regional governments to improve accessibility for persons with disabilities in Peru

The Ministry of Women and Vulnerable Populations (Mimp), through the National Council for the Integration of Persons with Disabilities (Conadis), conducted online training for regional governments on the allocation and budget execution in order to provide accessibility and implement public policies in compliance with the rights of persons with disabilities at their jurisdictions.

These actions seek to guide and inform regional authorities, especially managers of planning and budget, social development, territorial planning and those responsible for the regional offices for people with disabilities (Oredis), to carry out the necessary measures and comply with the provisions of the Public Sector Budget for fiscal year 2020, regarding the annual percentage in favor of people with disabilities.

The words of welcome and presentation of the event were by the Director of Inspection and Sanctions of Conadis, Rosa Marroquín, who stated the existence of great achievements such as Law No. 29973, General Law of Persons with Disabilities, accessibility standards A -120 or GH 020 and the approval of the National Accessibility Plan.

“We are still a long way from accessibility being a common feature of buildings, streets or transport in our cities, and even further from being a requirement fully assumed by their managers and planners,” she said.

Regarding the topics addressed in the virtual event, the scope of the provisions of the Thirty-fifth Final Complementary Provision of the Public Sector budget for Fiscal Year 2020 stand out.

It refers to the allocation of 1% for the formulation, approval and execution of the regional budget that guarantees and allocates the necessary resources for the implementation of policies, cross-programs and multisectoral, related to disability, as well as improving or providing accessibility to infrastructure urban.

More than 100 regional officials participated in the event organized by the Directorate of Inspection and Sanctions of Conadis, who have the responsibility of planning, programming and executing actions for their vulnerable population such as people with disabilities.
