Russia to improve hospitals accessibility

The Ministry of Health of the Russian Federation has developed a draft decree with requirements to improve accessibility of the medical facilities.

The document mandates the inclusion of accessibility to infrastructure and services for people with disabilities, in the licensing requirements for medical institutions. These requirements will apply to both public and private medical facilities.

The draft resolution proposes to supplement the licensing requirements (clause 5 of the Regulation on Licensing), with a requirement to comply with the procedure of ensuring accessibility conditions for people with disabilities in the infrastructure of the state, municipal and private health systems and the health services provided, as well as providing them with the necessary assistance.

The lack of an accessible environment in medical institutions will be regarded as a gross violation of licensing requirements. In accordance with Art. 14.1 of the Administrative Code, sanctions for such a violation provides a fine in the amount of from 100 to 200 thousand rubles, or suspension of activity for up to 3 months.
