Disability Population: According to the 2008 Census, the population of persons with disabilities in Cambodia is 192,538. The next general population census in Cambodia will be held in 2019 by the National Institute of Statistics.
According to the Inter- Censal Population Survey 2013 undertaken by the Ministry of Planning, the number of persons with disabilities in Cambodia was 301,629 equivalent to 2.1% of the total population (14,676,591). Of this total, the number of men with disabilities was 157,008 and women 144,622. Children with disabilities, aged between 0 and 14 years of age totalled to 32,056.

Disability Legislations and Policies

Convention on the Rights of Persons with Disabilities (CRPD) –Ratified on December 20, 2012. It has not ratified the Optional Protocol to the CRPD. Cambodia’s CRPD State Party reports submitted to the Office of the High Commissioner on Human Rights (OHCHR).

Law on the Protection and the Promotion of the Rights of People with Disabilities (2009) – Adopted by the National Assembly on May 29, 2009, the Law on the Protection and the Promotion of the Rights of People with Disabilities aims to protect the rights and freedoms of people with disabilities – www.cambodiainvestment.gov.kh

National Disability Strategy Plan (2014 – 2018) – The National Disability Strategy Plan formulated by the National Disability Council sets out priority policies for implementation of programs in the disability sector – www.dac.org.kh
