Muntinlupa unveils Philippines first citywide early warning system for deaf people

The City Government of Muntinlupa made history with the launch of the Early Warning System for the Deaf (Beacon Light), an innovative visual alert system designed to make emergency information accessible to everyone, including people who are deaf or hard of hearing.

Muntinlupa is the first city in the Philippines to implement a citywide system of this kind, underscoring its leadership in inclusive and people-centered disaster preparedness.

early warning system for deaf peopleSpearheaded by the Department of Disaster Resilience and Management (DDRM), the system uses multi-colored LED beacon lights to convey clear, color-coded alerts for various hazards such as tropical cyclones, earthquakes, and other emergencies. Once an emergency is detected, the system is activated, flashing distinct light signals that correspond to specific disaster types.

Mayor Ruffy Biazon, who led the launch alongside Congressman Jimmy Fresnedi, said the project reflects the city’s mission to make preparedness inclusive and responsive to the needs of all Muntinlupeños.

“Preparedness should be inclusive. Through this first-of-its-kind system, we’re making sure that every Muntinlupeño, especially those who cannot hear sirens or public announcements, receives life-saving warnings when it matters most,” said Mayor Biazon.

A total of 20 Beacon Lights have been installed in key locations, including schools, health centers, and major thoroughfares across the city as part of the pilot phase. Expansion plans are already underway in partnership with the Persons with Disability Affairs Office (PDAO) to extend coverage to more communities.

This new system complements Muntinlupa’s 17 existing Early Warning System sirens that deliver audible alerts citywide during emergencies.
Congressman Fresnedi lauded the initiative as a model of inclusive governance and disaster readiness, saying, “Muntinlupa once again leads by example in ensuring that every sector of society is seen, heard, and protected.”

The Beacon Light further cements Muntinlupa’s reputation as a model city for innovation, inclusivity, and resilience, aligned with global standards in disaster preparedness and sustainable urban governance.

“This project is a statement that Muntinlupa’s disaster resilience is not only about infrastructure—it’s about inclusion,” said Dr. Erwin Alfonso, Head of DDRM.
