Pact inked to empower persons with disabilities in Oman

The Ministry of Social Development of Oman and the Association for Children with Disabilities signed a memorandum of cooperation to promote inclusion, leadership and raise awareness about disability.

The agreement, signed on Sunday by H E Sheikh Rashid bin Ahmed al Shamsi, Undersecretary of the Ministry of Social Development, and Khadija bint Nasser al Saati, Chairperson of the association’s board of directors, focuses on enhancing training, scientific research, and innovation in the field of disability support.

The pact reinforces Oman’s broader drive to overhaul its disability legal and institutional frameworks, complementing the new law passed earlier this month. It signals a shift toward partnership and empowerment rather than solely welfare-based approaches.

Observers say the key will lie in translating the cooperation into measurable outcomes—capacity-building programs, accessible research dissemination and active presence of persons with disabilities in institutional governance.

The memorandum seeks to empower members of civil society organisations by developing their leadership and administrative skills, while also encouraging greater participation of persons with disabilities in leadership roles and empowerment programs.
