Council has released its Disability Action Plan 2025–2029 (DAP), which sets a bold vision for a more inclusive, accessible, and equitable community for people with disability and unpaid carers.

The new plan outlines a refreshed vision and four long term strategic goals, aligning with Council’s commitment to creating connected and healthy communities while preparing for future legislative changes under the proposed Disability Inclusion Bill.

Yarra Ranges Deputy Mayor, Cr Richard Higgins, said that the plan reflected the voices of the community.

“A lot of great input from community has informed this action plan which is going to help guide us in ensuring that our services, spaces and systems are inclusive, empowering and equal for all,” Cr Higgins said.

“We had feedback from the community across eight weeks and two phases of consultation, while also getting targeted insights from our Disability Advisory Committee, Health and Wellbeing Advisory Committee and Positive Ageing Reference Group.

“We’re very proud to be able to work alongside people with disability, carers and advocates to be able to put together a strong action plan like this.

“I’d like to sincerely thank everyone who took the time to have their say during the consultation process, as what we’ve captured in this plan wouldn’t have been possible without your input.”

The new plan focuses on the social model of disability and identifies four key goals:

Accessible information and communication – Information and communication from Council is accessible to everyone in our community and supports fair participation and inclusion in community life.

Accessible places and spaces – Council buildings and infrastructure are accessible to everyone.

Inclusive community – Yarra Ranges is an inclusive community where everyone can participate equally.

Fair and inclusive Council – Council’s commitment to access, fairness and inclusion is demonstrated in all aspects of the business.

A yearly progress report will be presented to Council, along with the achievements of the Disability Advisory Commitee, thus ensuring transparency and accountability to the community of the progress of the plan’s actions.
