Disability Legislation and Policies

Convention on the Rights of Persons with Disabilities (CRPD) – Ratified on February 11, 2013. Read the State Party report submitted by Albania at the OHCHR’s website.
According to the Census that took place in 2011, 6.2% of Albania’s population comprises of people with disabilities, approximately 250 000 people.
Albania has a disability legal frame (a set of laws, not a complete frame). People with disabilities officially are entitled to all human rights (education, employment, health, etc.) and freedoms (opinion, expression, etc.) as other citizens, with whom they are equal in front of the law.
Constitution: The Constitution of Albania stipulates that the state and the government must act in favour of disabled persons in fields of health rehabilitation, the special education, the social integration and living conditions improvement.
According to these arrangements a certain number of laws and decrees have been approved, notably on legal statutes of various groups of disabled persons (invalid, paraplegic, blind) and on social and health care.
Anti-Discrimination Law: The Anti-discrimination law of Albania protects everyone from discrimination in relation to a huge number of factors including disability. It protects against direct and indirect discrimination, but allows for differential treatment where this can be objectively justified. The protection against discrimination covers all aspects of life, including work, participation in politics, advertising, education and access to goods and services.
