Persons with disabilities to receive cash payments to purchase mobility aids

The Moscow Regional Duma adopted a law that will provide cash payments to persons with disabilities to purchase mobility aids, the regional parliament reports’ press service.

In Moscow, a regional law is in force, according to which people with disabilities living in the Moscow region are provided with vehicles that are not included in the federal list. They can be purchased using an electronic certificate issued to a person with a disability.

However, there are drawbacks to this system of providing TCP. The choice of suppliers from whom you can choose the necessary rehabilitation means, according to the certificate, is limited – this list includes only 12 suppliers. Thus, the choice of TCP is limited.

It is proposed to establish the number of payments for all technical and technical means equivalent to their marginal cost.
Such a system for providing TCP has a number of advantages:

  • the procedure for obtaining social support is simplified;
  • not limited to the list of suppliers from whom you can purchase
  • you can use online stores where prices are lower than those of suppliers;
  • there is an opportunity to select a TCP for all the necessary characteristics individually.

Change gives freedom of choice to persons with disabilities. The regulatory legal act will approve the procedure for using the cash payment, the reporting form to be sure that the disabled person received the TSW, and did not use the money at his own discretion, ” said Andrey Golubev, chairman of the Moscow Regional Duma Committee on Health, Labor and Social Policy.

People with disabilities in the Moscow region will receive cash payments to purchase rehabilitation equipment from January 1, 2021.
