ROOI Perspektiva and other NGOs dealing with issues of persons with disabilities have prepared an open letter to the Government of the Russian Federation, the Ministry of Labor and regional authorities to protect the rights of people with disabilities during the pandemic, according  to the VORDI Facebook page.

Persons with disabilities and their families faced unforeseen financial difficulties, additional restrictions on receiving medical care, and the inability to continue their education. Although similar restrictions were forced across people around the world, people with disabilities need inclusive support to overcome them and maintain the most familiar lifestyle, the letter says.

The following measures are proposed to support persons with disabilities and families with children with disabilities during the coronavirus pandemic:

  • Providing additional financial assistance that will make possible the use of food and drug delivery services.
  • Providing people with disabilities and children with disabilities with the help of social workers as a matter of priority.
  • Assistance to public organizations created to assist people with disabilities.
  • Regularly providing people with disabilities with information about the coronavirus contagion, ways to protect their health, socially responsible behavior, and changes in legislation related to the pandemic.
  • Organization of diagnostics at home for children with disabilities and adults with disabilities and their families.
  • Development and explanation of the procedure for providing assistance to people with disabilities in case of hospitalization of a parent or guardian adult.

Organization of parental or guardian support during hospitalization of a disabled child and an adult in need of support.
