New draft program “Accessible Environment” will be developed and presented to Russia

The Russian government instructed the Ministry of Labor to develop a new draft state program, “Accessible Environment” until 2025, the press service of the Cabinet reports. The Ministry of Labor should submit this project to the government by May 15, 2020.

The main directions of the new program “Accessible Environment” envisage the implementation of measures to ensure the accessibility of facilities and services in priority areas of vital activity of people with disabilities (education, culture, transport), to improve the system of comprehensive rehabilitation and habilitation of people with disabilities, as well as the state system of medical and social care.

In addition, it is planned to include state support of the constituent entities of the Russian Federation in the new program “Accessible Environment”, implementing measures to organise comprehensive rehabilitation, accompanied by accommodation and  labour activities of disabled people and children with disabilities.It is also planned to implement pilot projects in the Voronezh and Nizhny Novgorod regions on the formation of the organisational and financial model of living arrangements for people with disabilities with mental disabilities, taking into account the need for individual assistance.

It is also planned to include inclusive shifts in the All-Russian Children’s Centres Okean, Orlyonok, Smena, as well as the Artek International Children’s Centre and the Russian Sanatorium and Rehabilitation Centre for Orphans and Children in the Accessible Environment program. left without parental care. ”  Implementation of the measures of the state program of the Russian Federation “Accessible Environment” until 2025 will create conditions for providing people with disabilities with access to facilities and services in almost all areas of life, improve the system of comprehensive rehabilitation of people with disabilities, which will contribute to the successful integration of people with disabilities into society and improve their living standards, – It is noted in the message of the press service of the government.
