Russian President Vladimir Putin signed a law “On Amendments to the Federal Law On Social Protection of Disabled Persons in the Russian Federation ”. According to the new law, decisions by the state and local government bodies to provide social support measures to persons with disabilities and provide them with state or municipal services will be carried out on the basis of information contained in the federal register of persons with disabilities. Such information a person with a disability or his legal representative can also provide independently in electronic form.
This law also clarifies the provisions for conducting medical and social expertise and providing free parking spaces for drivers with disabilities or people who transport people with disabilities and children with disabilities. Parking places for them, according to the new law, should be allocated in all public parking lots, and information about cars with the identification mark “Disabled” will be entered in the federal register of disabled people upon application submitted in paper or electronic form.
Thanks to this law, drivers with disabilities or people who transport disabled people and children with disabilities will be able to park for free at special places in any settlement, regardless of their place of residence.
The Federal Law “On Amendments to the Federal Law On Social Protection of Disabled Persons in the Russian Federation ” comes into force on July 1, 2020. The provisions of the law relating to the provision of social support measures to persons with disabilities, state and municipal servants on the basis of information contained in the federal register of persons with disabilities and documents in electronic form, shall enter into force upon publication of the document.
