The National Disability Agency (Andis), issued a circular to clarify that the exemption to the decree of compulsory isolation due to the coronavirus pandemic enables people with disabilities, in cases of force majeure, to circulate on public use routes near their residence for two hours with a companion.
“In case of force majeure, it is recommended to enable people with mental, cognitive and psychosocial disabilities, who have behavioral disturbances, disruptive emotional disorders, people with psychomotricity treatment, among others, whose condition is aggravated by the situation of confinement, to circulate on the roads of public use near his residence for a maximum of two hours with a companion, as long as the necessary measures to avoid contagion are respected, “says article 1.
Likewise, the circular number IF-2020-18382159-APN-DE#AND in its second article establishes that “for them to move freely, with the corresponding epidemiological care and without being approached by the law enforcement personnel, and even receive the necessary assistance, it is recommended that the people listed in article 1, wear the color blue on an item of clothing or a blue ribbon on the arm. ”
Among the arguments, Andis clarifies that a companion is allowed because “many times people with disabilities need to be assisted and/or accompanied by a therapeutic companion, an assistant or a family member to avoid accidents on public roads , to be lost or simply as health enablers.”
